North Macedonia is intensifying its efforts to collect traffic fines from foreign-registered vehicles. Tens of thousands of violations have been recorded by the 'Safe City' system since its inception on February 1, 2026.
Currently active in Skopje, Kumanovo, and Tetovo, the system is set to be integrated with the 'Lotus' border control database. This connection will allow authorities to identify vehicles with outstanding fines at border crossings.
Interior Minister Pançe Toshkovski clarified the enforcement strategy in December 2025. While the law prohibits authorities from preventing vehicles from leaving the country, officials will notify drivers that re-entry will be denied until all traffic penalties are settled.

- Recent Data: In May 2026, cameras recorded approximately 29,000 violations, leading to the issuance of 17,000 fines.
With the summer season approaching and a high volume of expatriates expected to visit, the Ministry aims to ensure full compliance with road safety regulations.
