TIRANA, Albania — The Special Court against Corruption and Organized Crime (GJKKO) has formally returned the investigative file concerning former Kavaja Mayor Elvis Rroshi to the Special Prosecution Office (SPAK). The court’s decision mandates that prosecutors provide a more comprehensive explanation regarding recent modifications to the official charges brought against the former official.

Judicial Scrutiny

The presiding judge underscored that the prosecution must clarify the legal reasoning behind the shift in the indictment. The GJKKO emphasized that procedural transparency is essential, particularly when there is a fundamental change in the nature of the accusations levied against a public figure.

"The prosecution is required to provide a detailed justification for the modification of the charges to ensure the defendant's rights and the integrity of the judicial process are fully upheld."

Next Steps

SPAK is now tasked with reviewing the file and addressing the court's requirements before the case can proceed to a full trial. This development marks another chapter in the ongoing legal scrutiny surrounding Rroshi's tenure and his subsequent interactions with the Albanian justice system.
